Puerto Vallarta among Mexico's Safest Cities in 2025

Puerto Vallarta has been recognized as one of the five cities with the highest perception of safety in Mexico,according to the most recent results of the National Urban Public Security Survey (ENSU),published by INEGI on July 24, 2025. This figure stands out not only for its position among the safest cities, but also for being the only beach destination included on the list..

What does the ENSU measure?

The ENSU is a statistical tool of the National Institute of Statistics and Geography that assesses the perception of safety among Mexico's urban population.Conducted quarterly in 91 cities across the country, this survey provides crucial data for decision-making in public policy, tourism, and real estate investment.

The five safest cities in Mexico, according to the ENSU 2025

According to the report for the second quarter of 2025, the cities with the highest perception of safety are:

  • Mérida, Yucatán
    It reaffirms its position as the safest city in the country. Its stable public policies, social cohesion, and low crime rate maintain it as a national benchmark.
  • San Pedro Garza García, Nuevo León
    This high-socioeconomic municipality stands out for its low crime rate and quality urban services.
  • Benito Juárez, Mexico City
    It stands out surprisingly within one of the world's largest metropolises. The local security strategy and citizen participation have been key.
  • Puerto Vallarta, Jalisco
    The jewel of the Mexican Pacific is ranked fourth nationally and first among beach destinations.The positive perception among residents strengthens its reputation as a safe place to live, invest, or vacation.

Puerto Vallarta's recognition as a safe city has direct implications for its tourist and real estate appeal:
